Q: Why did they remove all the “slower traffic keep right” signs from the left lanes? A: Some of these signs remain, even on Interstate 280. But HOV signs, merging signs and others have crowded urban areas, making it difficult to keep adding the signs you want. People just need to remember the very simple rule, 'slower traffic keep right' Regardless if someone is speeding, if you remember that rule you will be OK. Because even if someone is going faster than you or the speed limit, you are now the slower traffic. Under heavy traffic conditions, where the potential for weaving is higher and lane change manoeuvers are frequent, signs may be used to advise slower drivers to use the outside lanes. In Alberta, the regulatory Slower Traffic Keep Right sign was adopted for this purpose. The sign alerts and advises slow-moving traffic to drive in the right-hand.

Your state’s driving manual will introduce you to basic driving rules and traffic laws. A complete run-down of all vehicle and traffic laws can usually be accessed on your state’s transportation department website. All drivers must be well-versed in basic traffic laws, as failure to abide by them will create dangerous driving situations and may result in a fine, penalty or suspension of your driver’s license. Traffic laws are not open to interpretation; the law is the law and must be followed to the letter.

It is important to look up basic driving rules and traffic laws in your driver’s manual in addition to working through this summary, as they are not identical in every state. Though most of the main traffic laws are the same, or similar, across the US.

The Basic Speed Rule

Many states – including Texas and California – have what is referred to as the “Basic Speed Law”. This law states that drivers must never exceed a safe speed limit based on current roadway and traffic conditions. Motorists may be cited for breaking this law, even if they are traveling at or beneath the posted speed limit.

Always remember that posted speed limits are based on “ideal” or normal conditions. If driving in bad weather, heavy traffic or some other hazardous situation, drivers must reduce their speed further below the posted limit.

Prima facie speed limits

Exceeding the speed limit is against the law. You must know the speed limit for the road you are driving on, even if there are no posted speed limit signs on the roadway. Each state has general, prima facie speed limits, which apply when there are no speed limit signs posted. Prima facie speed limits are determined by area and roadway type.

Speed limits are very similar around the United States, though there are minor variations. We have included some state-specific examples of prima facie speed limits in our later article: “Speed Limits Across the US”. Do not forget to look up your state’s speed limits in your official driver’s handbook.

Drive on the right

One of our country’s longest-standing road laws states that motorists must drive on the right side of the road, to prevent conflict between opposing streams of traffic. Drivers should always keep to the right, unless passing another vehicle, avoiding an obstacle, traveling on a multi-lane road or moving along a one-way street.

Slow traffic must keep right

When there are multiple lanes of traffic moving in the same direction on a roadway, the slowest vehicles should occupy the right-hand lane. This rule also applies on two-lane roads where opposing traffic is not separated by a central barrier. If you must drive slower than other traffic on such a road, you must keep right and travel as close to the curb as possible. The “keep right” rule does not apply when preparing to make a left turn or passing another vehicle.

Stay on the right of the centerline

The “centerline” separates opposing streams of traffic and may not be in the exact center of the roadway. Motorists must not drive on the left of the centerline, except in the following situations:

  • Traffic control devices indicate that you may use a lane that is to the left of the centerline, such as a center left-turn lane.
  • You must avoid an obstruction in the road and can only do so by crossing the centerline. Even in this situation you must first yield to any drivers occupying the lane to your left.
  • You must cross the center line to make a left turn in to or out of a private road, alley or driveway.

Obey traffic control devices

Drivers must always obey official traffic control devices, including signals, road signs and pavement markings. However, you must disregard traffic control devices if instructed to do so by authorized traffic control personnel, such as police officers, crossing guards or roadway construction workers.

Signal your intentions

Signaling your intention to turn, change lanes or pull out of a parking space is not only a safe practice, it is a legal requirement. Most state driver handbooks stipulate that drivers must signal their intention to turn continually for 100 feet prior to the turn, deactivating the signal only once the maneuver is complete.

Maintain a safe following distance

What constitutes a “safe following distance” varies based on roadway and traffic conditions. A distance that is appropriate in one situation may be deemed unsafe in another. All drivers must seek to maintain a safe distance from the vehicle ahead of them, without unduly disrupting the flow of traffic.

Your following distance should be determined by your speed, the number and position of other vehicles on the road, road surface conditions and weather conditions. The drivers of large vehicles such as trucks, recreational motor homes and cars towing trailers must also factor in how much space other vehicles will need to pass them. Maintaining a safe following distance is an issue discussed at length during later articles.

Always execute maneuvers safely

Drivers can be cited for executing a maneuver, if they do so without due caution. Maneuvers that are permitted (or not explicitly forbidden by road signs) can still be “illegal” if the execution of that maneuver endangers road users. Always wait for a safe opportunity to complete any driving maneuver and proceed with caution.

Observe backing up rules

Motorists are not permitted to reverse on roadway shoulders or limited access highways. Never back up if doing so would interfere with or endanger other road users.

Child safety laws

Child safety rules are similar in every state. We explore child safety and restraint laws fully in a later article, though some general rules are outlined here:

  1. Children may not travel on an adult’s lap, as they could be crushed in the event of an accident.

    Children must not be left unattended in a vehicle AT ANY TIME.

  3. Children must be restrained with federally-approved, age and size-appropriate car seats.

There are differences in certain laws relating to underage passengers around the United States. For instance, Texas forbids children under the age of 16 to travel in the bed of a pickup truck unless that vehicle is in a parade or on private farmland. Look for state-specific child safety laws in your official driver's manual.

Here are a few simple things we can do to help reduce traffic congestion:

Understand how milliseconds add up to gridlock. Consider these two examples:

You are driving on the highway and you come to a point where the traffic is very slow. You drive 15 m.p.h. for 30 minutes and then you come to a point where you can speed back up. At that point there is an accident being cleaned up. Only this accident is on the other side of the median! The only reason the traffic going your way is backed up is because people slowed down to 'take a look'. Each person only wasted a very small amount of time but it added up to everyone having to drive 15 m.p.h. for 30 minutes.

Consider an intersection that has a one minute traffic light cycle. Let's say that on average we get 10 cars through the intersection each green light (per lane). Let's say you arrive and there are 30 cars in front of you. This means you will need three traffic light cycles to get through. Now go back in time just 30 minutes. Each person closes the gap in front of them as they go through the intersection by 1/10th of a car length. Now we get 11 cars through every minute instead of just 10 and after 30 minutes we have no one waiting when you arrive at the light.

Understand the reasons we don't keep right.Some of us don't know what it means 'Slower Traffic Keep Right', or why we should do this.

Most of us don't know how to easily change lanes. Here is a test to see what is meant: You are driving in the right lane and the car in front of you slows down to turn right. You would like to change to the left lane so you don't have to slow down but you can't take your eyes off of the car in front of you. You don't know if the left lane is clear or not and you can't look because you are busy slowing down and trying to not hit the car in front of you. To prevent this from happening in the future you just stay in the left lane. On the highway you also just stay in the left lane because you don't want to deal with merging traffic.

Slower

We don't want to get trapped behind some slow person in the right lane while lots of fast people go whizzing past, not letting us back into the left lane.

Some of us believe we are already going too fast and certainly nobody should be going any faster. So there is no reason to let the guy behind us pass.

Learn to think logically instead of emotionally. Consider these examples:The left lane ahead is blocked. Everyone in the left lane will have to move to the right lane. Due to our fear of what people will think we move to the right lane as soon as possible. If we go all the way to the blockage before merging right we figure the person in the right lane will be mad that we didn't do it earlier like everyone else. This results in people moving from the left lane to the right lane at many points. This really screws the people in the right lane. Logically it would be better if there was only one point where the merging took place, and it would be 1 to 1 (1 car from the left lane, then 1 from the right, etc.). And logically the only place that makes sense to do the merging is at the point of the blockage.Slower

A similar situation exists where one of the lanes ends 1000 feet or so after the traffic light. To avoid having to merge after the intersection too many people get in the lane that doesn't end before reaching the traffic light. This is done because there is a perception that it is unfair to go in the lane that ends because you get ahead of everybody. Those who are in the lane that doesn't end are rude and make it hard for the ones who are trying to merge after the light. The result is that for much of the time that the light is green we only have one lane's worth of traffic getting through. This inefficiency results in lots of cars piled up waiting to get though the light. Our emotions tell us that nobody should use the lane that ends but logically this won't work. The reason there are two lanes for a short while after the light is so we can get more people through the intersection while the light is green. It makes more sense to go single file after the intersection rather than before.

When you are happily whizzing along in the left lane and someone in the right lane wants to get in front of you so they can pass the even slower person in front of them it makes sense to let them get in front of you, even if it means you will have to go a little slower for a while. The reason for this is simple. One reason people don't keep right is that they don't want to get trapped behind a slow person in the right lane. By allowing people easy access back to the left lane you eliminate that reason. It is unreasonable to expect everyone to get stuck in the right lane so you don't have any inconvenience. The road you are driving on was paid for by all of us.

Courtesy is two way. Suppose you just moved into the left lane to pass some slow vehicle in the right lane. Don't take all day to pass it while cars are accumulating behind you. If you only want to go 1 m.p.h. faster than that slow vehicle consider going 3 m.p.h. faster while you are doing the passing. You will only be going 2 m.p.h. faster than you want for a little while and you will be passing in 1/3 the time. Remember that milliseconds can add up to gridlock.
Realize that it is not your job to keep people from speeding.
Try not to let emotions control your driving behavior. Consider that the speeder is making the roads safer for the rest of us. What is the bigger risk while driving on the highway - wrecking or getting a speeding ticket? There are more speeding tickets than wrecks so our biggest worry should be avoiding a speeding ticket. By letting the speeder get ahead of you then that person will get the ticket and you won't.

Learn how to change lanes.
One reason we 'park' in the left lane is because we want to avoid the situation where a slow merging car appears in front of us and then we have to slow down to keep from hitting it. As mentioned above most of us don't know how to easily change lanes. This can be learned though. The trick is to know if the lane to change into is clear before a slow car appears in front of us. Because it is not always known when that slow car will appear we must always know if the other lane is clear or not. The way to learn this trick is to consciously ask ourselves if the other lane is clear, at all times while we are driving. This initially requires a lot of mental effort and is best done when driving alone. It may take months but the effort is worth it. When you have learned this trick you won't have to consciously ask yourself if the other lane is clear, it will be done unconsciously, all the time.

Here is another thought experiment to help you see why keeping right will reduce traffic congestion. Imagine there is a slow green car passing an even slower blue car. A red car is behind the green car and wants to go faster. The red car can go faster when one of two things happens: either the green car moves into the right lane or the red car moves into the right lane. As it turns out the green car can move into the right lane sooner than the red car can. In the animation below there are two cases. In the first case the green car stays in the left lane and the red car has to move to the right lane. In the second case the green car moves to the right lane as soon as it is safe to do so, allowing the red car to resume his normal speed sooner. This results in the red car getting to his destination sooner, spending less time on the highway. Please reread the section on how milliseconds add up to gridlock.
